Iphone 5s software problems

My daughter downloaded the IOS 10 software and now the phone is unresponsive. The phone is apparently dead and will not charge either. When plugged into cable, the phone flashes from the blackscreen with red dead battery picture to the white apple logo screen to a black screen continuously. Have tried hard reset many times, not responding. Will not connect to itunes because it will not charge. Any ideas? It was looked at and determined a software problem from the IOS, nothing in the hardware. Right now its useless.

I understand from your post that after installing iOS 10 your daughter's iPhone 5s is flashing from a black screen with a red dead battery picture to a black screen with a white Apple logo on it. I know how important it is for your daughter's iPhone to be up and running properly. In a situation like this, I recommend putting the iPhone into Recovery Mode and restoring it.
