Looks like you are having some intermittent issues with the Stopwatch section of the Clock app on iOS 10. I can see that having the Stopwatch functioning properly is important to you. I'll be happy to help you with this.
The first thing that I'd like to have you do is to force close the app and the restart the iPhone then test the Stopwatch feature out.

Restart your iPhone, iPad, or iPod touch
If you are still having issues with it, please then make sure you create a back up of your device in either iTunes or iCloud.

Then restore your iPhone to factory settings and set up as a new iPhone with no backup and test out and see if you still have any issues with the Stopwatch feature.
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
After testing then you can go ahead and restore from your backup.

Oct 5, 2016 4:53 PM in response to joe_7399by Bruce Mcneil,Thank you but these have all been done. We even setup as a new iPhone after device reset. when that didn't work, the Apple Store replaced the iPhone. Even tried a downloaded stopwatch app with no success.
Any ideas?
