Apple MusicYour profile indicates your Mac is running v10.12 which is beta so that could be why you're having problems repairing your Photos library.

Photos for MacI am pretty sure 10.12 is a final release. 10.12.1 is now in beta, correct?

I upgraded from the last version of El Capitan. The library had already migrated successfully from iPhoto to Photos when Photos initially came out.

that probably is the problem
The photos library must be on a local drive formatted Mac OS extended (journaled) - select the drive in the finder and get info to verify the format - that is connected with a fast wired connection (fireWire, ThunderBold or USB) that is not used as a TimeMachine backup volume adn is always available prior to Photos being launched
