Itunes library won't shuffle when playing

Once you press Shuffle All, it will display a song in the bottom. The screen will look something like this:

Then tap on the song at the bottom to bring it into full screen, which will look like this:

Then, to reveal the repeat and shuffle buttons, scroll down in this view and you will see this:

If you have it set to repeat one song, shuffle will have no effect on music playback.

Make sure that you do not have repeat song enabled. Scroll down in the songs view to see the shuffle and repeat buttons.

If there is a small 1 in the repeat button as in the image below, it will repeat the same song.

If it looks like the next image below, then it will just repeat all of your songs (music playback won't stop when you reach the end, but continue again from the beginning).

There is NO Repeat icon in the new iOS on the iPhone 7. There is ONLY a Shuffle ALL option. BUT, pressing it does NOT shuffle all - it is on single repeat.
I CAN get a Playlist to Shuffle by using Siri but NOT by using the Shuffle ALL BUTTON in the Music App.
