If you mean that you are attempting to navigate to https://www.icloud.com/ using Safari from an iOS device and you are getting a screen with 3 options (Setup, Open Find My iPhone, Open Find My Friends) that is normal and it is how it is with iOS 10 and also with prior iOS versions.

Normally you access iCloud via an iOS device by using the apps that you have connected to iCloud (e.g., iCloud Drive app, Photos app, Pages app, etc). If you are determined to access it from Safari, after you enter iCloud.com into Safari and are on the page where you are given the 3 choices discussed above, press and hold the semicircular arrow (refresh icon) at the right end of the address bar until you are give the choice to "Request Desktop Site."
