I understand that you are experiencing some issues with your computer after upgrading to Sierra. Thanks for doing some preliminary troubleshooting, let's take a closer look at what is causing this issue using Activity Monitor (if you haven't already done so):
Use Activity Monitor on your Mac - Apple Support
This will allow you to determine exactly what process in Mail is causing this issue. That should give us a better idea of what would be the appropriate troubleshooting strategy. Thanks for coming to the Apple Support Communities, and let us know what we can do to assist you.

This is what I'm seeing on a regular basis. The average Energy Impact is also normally around 100% but recently I have been shutting down Mail on a regular basis because it makes my entire computer slow...

You will want to look for certain processes that may be heavily taxing your CPU or Memory usage, using the tabs for those categories in the window that you have provided a screenshot of.

I've got a few more suggestions for you. Those screenshots are helpful, but now let's take a look at the Mail Activity window by going to the Menu bar for Mail, then Window > Activity and see if there are any processes that we can identify running there:Mail for Mac: View Mail activity
You might also want to start your computer in safe mode to see if the issues still persist in this state:
Try safe mode if your Mac doesn't finish starting up - Apple Support
