It's the verdict. FaceTime cannot be enabled in countries where it is bannned. For example:- KSA,UAE,Qatar. But there is an option to buy an iPhone with FaceTime and WITHOUT FaceTime. THE WITH FACETIME COSTS AROUND: SR 3899/-

You'll have to purchase an iPhone 7 Plus with FaceTime.

Else, you have no option to enable FaceTime.

Quiet an odd problem you've got here..

When buying a new iPhone FaceTime is always pre-installed but in your case it isn't.

However, you can still download it in the App Store.

Just open the App Store app on your iPhone and search for "FaceTime".

Click the download button and enter your password.

It's not the least bit odd. FaceTime is banned by law in Saudi Arabia and has been permanently removed from all iPhones sold in that country.

There is no way to install FaceTime on that phone at all. It is permanently blocked unless it is used within certain middle eastern countries.
