Cannot open dmg files not from appstore

Some of the apps I use most frequently Are not available on the ap store. They will not open, under Sierra, even when I use the option under the security pane to "Open anyway". Any suggestions?

I checked the compatibility table, and although the app is listed, there is no info available. The app in question "Wordsearch Bible 10" had been working but I uninstalled it because it seemed yo be conflicting with the later version of this product. Subsequently, I realized the newer version (Version 11) appeared tp be the problem. At that point I uninstalled Version 11, and attempted to re-install Version 10 from a dmg file I had used previously (under Sierra). Thinking it had been corrupted, I downloaded from the source again. I got the error message on both copies of the product that MACOS 10.12 (Sierra) would not allow me to open it since it did not download from the APP Store. I opened the security preferences and selected the option to open anyway. Same result. My Preferences panel has only two standard options. Allow from the App Store, and Allow installs from the App Streamed identified developers. There is no option to allow one the option to download anyhow. The product does work under Sierra, as demonstrated by the fact II used it briefly earlier.
