Turn Apple TV on with Siri
Is there a specific reason why Siri is not able to turn the Apple TV 4th Gen on?
Because TV needs to be on in order to receive and process voice commands. It can't do this while it's in sleep mode.

i mean from an iPhone, or mac. That should be obvious option for a smart home to include.

You could probably plug it into a switch that supports HomeKit. I have one that from iDevices that I have some decorative lights plugged into. Basically, it's a box that plugs into the outlet and then you plug your non-smart device into it.
Note: I haven't actually tried this. I've never had a reason to turn my ATV off.
