Can't send/receive iMessage or group chat texts

I have an iPhone 6S on iOS 10.0.2. Last night I sent the same text to a mass of people through my MacBook Pro which is linked to my iMessage account. Once I had sent about 130 texts, my computer started to reject sending texts as an iMessage and would prompt me to send as a text message. I would send as a text and the message wouldn't deliver. It never sent an error, but the message itself just stayed put on looking like it was still sending.

This morning I woke up to realize that my phone wouldn't send some iMessages. I could text some people using iMessage, but for others I could only use SMS when I usually use iMessage. I also could not receive any group texts or send and texts in the group message through my iPhone. I could receive the texts on iMessage on my MacBook, but I could not reply to the group chat. I get an error as soon as I try to send a chat in the group, I am not even able to send as a text message.

Yes I have restarted my phone and computer. I have also signed out of iMessage on both my phone and laptop.

I'm just very confused and need help!
