From your post, it sounds like you have a couple of different questions regarding music.
First, you did describe the correct actions to take when adding a song to Up Next. When you find a song you want to add to that list, you can press that song using 3D Touch to pop up the menu that allows you select Play Next or Play Later, among other options.
To troubleshoot this situation, first we would like to know if 3D Touch is working for you as expected outside of Music. If it is, first quit Music and then restart your iPhone. These steps are in the two respective articles. Test the behavior after completing the restart.

If you are having an issue with 3D Touch outside of Music as well, try adjusting the 3D Touch sensitivity.
The second question you had was about the Shuffle and Repeat options. These can be found by swiping up on a currently playing song. This is also where you see your Up Next list.
Shuffle. Swipe up, then tap
to play your songs in random order. Tap again to turn off shuffle.When viewing the contents of a playlist or album, tap Shuffle All.
Repeat. Swipe up, then tap
to repeat an album or playlist. Double-tap
