Can't delete apps IOS 10

since updating to IOS 10.0.2 I am unable to delete apps as usual, also trouble signing in to app store

iPad 2, iOS 10.0.2

Try this instruction to fix the problem If you can’t connect to the iTunes Store - Apple Support
