I’m unable to place an order online for IPhone 7 plus. Tried in the Apple store and AT&T
store. Because I’m prepaid customer with AT&T. I wanted to buy a device
without contract paying the total amount. Can anyone suggest how can I buy the
device.

AT&T does not allow pre-paid iPhones. You will have to wait until Apple sells an unlocked iPhone at their store.
This question is answered in the AT&T support forums. A postpaid account is required to pre-order any iPhone from AT&T. If you go to an AT&T corporate store in person, or order one now from the web site and pay full retail, you can activate it on a gophone account as long as that gophone plan includes a data plan.
