So I have 0 photos and 0 videos stored in iCloud Photo Library, however, it states that my photos and videos are using 816.2 MB. Also, the only things are have in my iCloud is iMovie (0.1 KB) and Mail (14.9 MB). However, it states that I have 44.2 GB available of 50.0 GB on iCloud. Can anybody help me reclaim the unused spaces?

Try signing out of iCloud and then back in. If that doesn't work, contact iCloud Support.
Contact iCloud Support. You may have to try twice.
Do you back up your devices? Do you have any Documents in iCloud Drive?
If you have access to a computer, you can go to iCloud.com and click on Settings, and it will show you a bar with the various elements broken out.

As you can see, those are the only things I have in my iCloud the photos are non-existent yet it takes up space.
So, you are storing Documents in iCloud. That would explain the difference overall - it's not just Photos and Mail.
Did you at anytime turn on iCloud Photo Library? Because that is what your memory is implying. I don't have iCloud Photo Library turned on, and I have never turned it on, and I don't show any "blue" bar on my storage at all.
