If you have access to a computer, you can go to iCloud.com and click on Settings, and it will show you a bar with the various elements broken out.

Did you at anytime turn on iCloud Photo Library? Because that is what your memory is implying. I don't have iCloud Photo Library turned on, and I have never turned it on, and I don't show any "blue" bar on my storage at all.
