LG TV:

DIRECTV hdmi 1,

AppleTV hdmi 3

When turning off TV and DIRECTV is causing AppleTV to awaken from sleep state.

LG Simplelink turned OFF

Only common connection beside television is the home network.

Anyone have any suggestions?

It's quite possible the network (or something on the network) is waking it up, have you tried disconnecting the network from the other 2 devices, otherwise it may just be the other device(s) over HDMI.
