Oct 6, 2016 10:15 PM in response to Ian Chamandy1by gail from maine,No, something else is happening here. If you do not have iCloud Photo Library turned on, and you are actually using iTunes sync, then the sync only goes one way - iTunes to iPhone.
Even an Import to the Photos app will only import photos on your Camera Roll.
So, can you provide some more info about what, exactly you did, and how you did it? In addition, what results are you seeing exactly? Also, can you confirm that you do not have iCloud Photo Library turned on?

- I plugged my phone into my computer
- iTunes automatically did a sync
- Photos app opened on my computer
- after the sync completed, i went through the Photos app on my computer and deleted a lot of photos
- I synced the iPhone to iTunes on my computer again
- instead of recognizing that i had deleted photos in the Photos app and making my iPhone mirror the Photos app, it did the opposite: the iPhone loaded all of the photos i deleted in the Photos app back into the Photos app

When you connect your device to your Mac and Photos opens, that is called Importing (not syncing).
When you connect your device to your Mac, and you open iTunes and select your device, you can sync things from your iTunes and Photos libraries back to the device. Which items you can sync back to the device are dependent on what iCloud services you are using.
So, again, it sounds like, based on what you have described above, that you do not have iCloud Photo Library turned on in Photos on your Mac. Is that the case? Are you signed into the same iCloud account in System Preferences>iCloud on your Mac?

Oct 8, 2016 1:21 PM in response to gail from maineby Ian Chamandy1,iCloud Photo Library is turn on on both my Mac and my iPhone. I only have one Apple account so all devices are logged into the same one.
At the end of the day, I am just trying to delete photos. My problem is that whenever delete photos from the Photos app on my computer, all the deleted photos return to the Photos app on my computer when I sync with my iPhone. What do I have to do to permanently delete photos across all of my devices?

Also, when you delete the photos from your computer, are they removed from your iPhone? Because with iCloud Photo Library turned on, they should be. If they are still showing in the iPhone then iCloud Photo Library is not functioning as it should be when all settings are correct. Do you have a reliable Wifi connection?

I described the result (after deleting pics on my computer, they all reappear everywhere after I sync my phone). I described what it is I am trying to do (delete photos!). All of my settings seem to be right (e.g., iCloud Photo Library on). Yes, I have a very stable, very high speed connection. What else can I tell you.

Can you provide me with a blow by blow description of exactly what you are doing from the start to the finish, when the photos show up again? What I am looking for here is what keys are you pressing, what messages do you get when you do the deletions, how are you "syncing" exactly? Via USB and iTunes? I do not know what you mean when you say you are syncing.
With iCloud Photo Library turned on, there is no more syncing of photos. That is the point of iCloud Photo Library. It syncs the photos. So since you have a good Wifi connection on both the Mac and the iPhone, then once you delete them from iCloud (or from the Mac), they will disappear from the phone as well as long as you have a good Wifi connection.
And when you hook your phone up to sync, do you see a Photos tab in the Sidebar list (along with Music, Books, Movies, TV, etc.)? If so, what, exactly, does that screen show when you click on it?

Oct 9, 2016 10:34 AM in response to Ian Chamandy1by gail from maine,Photos are not sync'd when you select the sync button in iTunes - as I originally stated, sync is a one-way process, iTunes to the device. Photos cannot be imported unless you select them to be. Both iPhoto and Photos work the same way. When you plug your device in, the Photos app opens, and displays all of the photos that can be imported. You can click on Import, select specific photos in the import group to import, or you can cancel.
You also never answered the question I asked about what you saw in your iPhone All Photos view after you deleted these photos from your Mac. They should no longer have been in the All Photos view. You should only be able to see them at that point in the Recently Deleted album.
So, what you are describing is simply not possible. Do you have Photo Stream turned on? Where, exactly, did you delete the photos on your Mac from - All Photos? Photo Stream? Where are you seeing the photos get re-loaded in the Photos app on the Mac? Are you seeing the show up again in the All Photos app? Do you see the duplicate photos when you open your Photos app in iCloud.com?
Have you tried deleting the photos from your All Photos view in Photos on your phone? Whether you delete them from the phone or from the Mac, or from Photos in iCloud.com, they should be deleted across the board if you have iCloud Photo Library turned on in Settings>Photos & Camera on your phone as well as having iCloud Photo Library turned on in System Preferences>iCloud>Photos>Options on your Mac.
Something is missing here. A delete is a delete in iCloud Photo Library. There are no exceptions to this. You delete it from any device or computer signed into the same iCloud account with iCloud Photo Library turned on, you delete it from every device or computer signed into the same iCloud account with iCloud Photo Library turned on.
If you can provide answers to each of the specific questions I have listed above, we may be able to nail down where the problem is.
