Rotate Screen option in "Assistive Touch"

Rotate Screen option found in the Assistive Touch menu not allowing to manually rotate the screen even when the Orientation Lock setting is turned ON (iOS 10.0.2). What for is the rotate screen at assistive touch if it will not work like way back to (iOS 6) up to prior (iOS 9)?
