What does this iCloud drive icon mean and how do I fix it?

Hello everyone,

I'm using the feature that syncs my documents and desktop with iCloud drive I all the uploading process went fine, except for some folders that ended up with an icon of a cloud with a diagonally crossed line over it.

I guess this means some king error happened while uploading but it has stayed this way for several days now.

What does this exactly mean and how do I fix it?

MacBook Air (13-inch Mid 2013), macOS Sierra (10.12)

It means, I think, that those files cannot be stored in the cloud. iCloud is not a storage place for all files. It may also mean that there is not sufficient space in your iCloud to store that much. How much storage are you paying for in iClolud?

You cannot upload items that are larger than 15GB in size, and you cannot upload items that will exceed your iCloud storage allowance.

Here's what I observed about this, I don't know for sure.

I am seeing the strike-through cloud icons under a folder which is a "package" folder. That is, I used "Show Package Contents" to see the directory structure within the hidden package "file". If you mouse over this icon, it will show "Ineligible". Ineligible for what? Independent sync? I dunno.

Although I don't grok the semantics of this icon, I can confirm that (at least in my "package contents" case), it does get sync'd to iCloud -- I logged into a separate machine and confirmed those files do get pushed/pulled to iCloud.
