I have my MacBook Pro running Mac OS X 10.9.5 Mavericks and my iPhone is running iOS 10.0.1, and my notes won't sync! Is this because of the huge gap in operating systems? Would I HAVE to update my Mac to Mac OS 10.10+ to fix this? Thanks!

In order to sync Notes between your Mac and iPhone you need to setup iCloud > http://www.apple.com/icloud/setup/
But that requires the macOS Sierra 10.12, the latest version available and the latest iOS available for your iPhone.
The 10.0.1 notes may be using upgraded iCloud.
Try going to iCloud.com to see if the items are there and whether they are from the device or the computer. That
should show whether the device or the computer isn't syncing. If the computer, try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing. If the device, go to Settings/iCloud and do the above. You can also try signing out of iCloud and then sign in again.
This does seem to be my problem. I do remember "upgrading" my notes on my iPhone. Is there any way I can downgrade?
No way that I'm aware of. A complete reset of the iPhone might do it, but you'd run the risk of losing your notes that are on the iPhone. If the notes on the computer are fairly current, that may not be a problem. Check iCloud.com to see which set of notes is synced there.
Can you make a note on iCloud.com and it sync back to your device?
I am experiencing similar/same issue.
I have an iPhone 7+, iPad Air 2 and iMac. New notes and note edits on my devices will not sync and show on iCloud.com. New notes and edits made on iCloud.com will push to all my devices.
