How to open apps via Siri?
I have an iPhone 7. When I do "hey siri" and ask to open an app, I always have to unlock my phone first. Is there a setting to get around this?

Well I don't have an Apple Watch so I don't know for %100 certainty. But the passcode and verifications things are for your own safety so no one just gets on your devices and changes everything. The Apple Watch may inherit the passcode from your iPhone but I don't know because I don't have one. But just like I said, you can still use Siri to open apps and so forth, but if you have a passcode on your iPhone, and your iPhone is off (sleeping), and you tell Siri to open an app, you will have to put in your passcode. But you can simply turn your passcode off in the Settings so you won't have to put in a passcode to open an app via Siri. 🙂
If your iPhone is locked, you can't use Siri to bypass the lock screen and open apps. It's for your own safety. You can still say "Her Siri, open AppStore." But you will have to use your Touch ID print or passcode to unlock your phone; then Siri can open AppStore. If you don't like this and don't want to unlock your phone to access apps, then go to Settings > Passcode > Turn Passcode Off

iPhone sleeping? About 90% of the time when I go through Siri, I have to enter the passcode. I use the phone often so I'm sure it isn't sleeping all of that time.
I do not have an Apple Watch but I believe that if you want a passcode on your Apple Watch, you will still have to bypass the passcode to open apps using Siri. But if you don't have a passcode on it, Siri can open the apps without a verification (passcode).
When I say sleeping, that's just the sleep/wake button. You may just know it by the power button. It's the same thing really. Anytime your phone is off, it's sleeping. It still uses battery but if you hold down the power button and slide to power off, then it's actually off.
My phone is never off. I can see when the screen is black (not in use) and I use Siri, sometimes it will open apps and sometimes it won't (I have to unlock in that case). So no - that didn't answer my question. Why the inconsistency?
You can't bypass the lockscreen when your phone has a passcode, without unlocking it first. If you go to use Siri to open apps, you'll have to unlock your phone first. There's no way around that unless you turn off your passcode.
Tap Settings > Touch ID & Passcode then enter your passcode then swipe down and toggle Siri ON.

No. Your phone needs to be unlocked to access your apps normally and Siri is not a way around that.
Can the Watch open apps on the Watch via Siri or do you still have to unlock the Watch?
I was hoping with the Watch, you could tell Siri to do something and it would do it, including opening apps. Unlike on the iPhone.
