Best HomeKit hub option

I am building out a HomeKit ecosystem in my home and want to incorporate a hub. Primarily, I want to define scene schedules that run without relying on any device that I carry with me throughout the day (such as my phone). I am not interested in accessing my HomeKit devices remotely and if such an option is available, I would want to disable it.

Apple describes methods for using either an iPad or Apple TV as a hub, but I figure I could also accomplish my goals with any dedicated iOS 8+ device that runs one of may available third party HomeKit apps. So here is my question to the community: which option would you recommend for accomplishing my goals?

1. iOS 10 iPad?
2. Apple TV (gen 4)?
3. iOS 8+ device w/ third party app?
4. something else?
