ME and my wife are trying to get our iMessages to go to both our phones.
but when we mess with the send and receive, we get both the ones we text and receive.
Long story short, how do we share iMessages?

Bad idea. They are not intended to be shared. One iCloud account per person. What it's doing is completely expected behavior. It's assumed that all devices signed into the same iCloud account are being used by the same individual.
iMessage is a completely independent service from either iTunes or iCloud. You cannot have two iPhones or two phone numbers assigned to the same iMessage account.
If you try to use the same AppleID for iMessage on two different iphones then only the last one to sign in will have its phone number associated with that iMessage account.
The only way to sync imessages across two iPhones would be to use a common email address as a receiving address. But if the sender(s) uses the phone number to send to, then the messages won't sync.
You don't. Trying to do that is a bad idea. It would involve sharing an iCloud account, which will result in much grief and unexpected behavior.
Were already on same iTunes and iCloud account
iCloud does not sync messages.
Being signed in to the same "contact me at" settings on each device does.
