Update your iPhone to ios 10.2 then you can update your watch to os3
Then you can change watch face on iphone then its on the watch .
Do iPhone update over your WiFi

Why does the watch faces disappear ( if you make own changes) after restarting AppleWatch? Then you have to do it all over again.
The timer app won't open or function at all.
And i can't make my own watchface...the + button don't show up after the big size watch face after swiping as far to the right as possible.

It may help to unpair and re-pair your watch.
The Watch app on your iPhone takes a backup of your watch when unpairing via the app. Choose to Restore from Backup when offered the option during set up. Most data and settings will be restored, with some exceptions (eg Apple Pay cards, passcode).
