cant set up two factor authentication

I cant setup two factor authentication for my appleID on neither of my most up to date devices

I have my apple ID, credit card address phone number everything registered in a country where 2FA is available.

A week ago I talked with UK support but they were unable to help, promised to follow this up and come with solution, the guys name was Karl, but now he is not even returning my emails and case number on apple system seems to be closed but no solution.

Anyone had similar experience?
