But trusted devices list are gone now. Now when I signed on Apple account, all my iDevices - iPad air, iPad mini and iPhone and Mac -- Macbook Air, Mini, iMac are notified with annoying alarm sound.

I enabled two step long ago through Apple ID website. At that time, it didn't require SMS. It had a list of trusted devices that allow you to pick which iDevices receive 4 digit code.
Yesterday I disabled and reenabled two step due to my iPhone didn't get 4 digit authentication code. Now I want to reenable it again. Because my phone has disabled text plan. I have to enable two step authentication through my Mac and confirmed with a call voice message over my iPhone. The new two step doesn't have trusted devices list. It sends two step code to all my Apple ID sign on devices. It is super annoying. The two step code is 6 digit, instead of 4 digit. I didn't even have recovery code this time.
Apple must have changed two step process.

The fact that devices are notified when you sign in using your ID is nothing to do with trusted devices.

In your rant you referred to the notifications when you sign in, they aren't related to trusted devices or the verification/authorisation codes. You asked about choosing trusted devices and you got your answer. You don't seem to know what you really want to know, perhaps you should before starting a rant.

You are showing me the old TWO-STEP VERIFICATION. At that time, you can choose where to send verification code. It was 4 digit. But now I can't.
The new TWO-STEP AUTHENTICATION and the old TWO-STEP VERIFICATION are different. I don't care if they are trusted or not. I just want to send the verification code to the devices/mac I want like as before.
Perhaps you should understand why I rant if I have to comfort my 1 year old whenever I want to login.

Put your iPad on mute. And, don't leave it in the room with a sleeping baby.
