Q: itunes doesn't see iphones after ios 10

On September 10th I synced my iPhone 5. Sometime after that I upgraded my ios to ios 10. After that my iphone would no longer sync. I got an error message that itunes received an invalid response and could not sync my iphone 5. It was a week or two after my ios update so I didn't realize the ios update was the problem at the time, I thought my iphone port had gotten damaged somehow since it is an old phone.

 

Earlier this week I received my sister's iphone 6. I used the backup of my iphone 5 (which was ios 9). My iphone 6 synced fine at this point. I then updated to ios 10.0.2 on the iphone 6. I realized today that the vast majority of my music was missing from my iphone 6 and tried to sync it again, only this time it didn't work. It charges, and on the phone instead of asking me to trust my computer it asks "Allow this device to access photos and videos?" There is no icon in itunes for my phone. Windows asks me what I would like to do with the device.

 

I have tried:

Updating itunes (it was not up to date until after all these problems)

Updating Windows 10 (it was up to date)

I bought a new lightning cable

I have tried all 3 of my USB ports

I have tried going into device manager and updating the iphone driver automatically (It says it is up to date)

I have uninstalled then reinstalled itunes

I have restarted my computer and my iphones multiple times

I have tried both allowing and disallowing my computer from accessing photos and videos

My devices are on

 

I ran a diagnostics test through itunes and it says it no iphone, ipod, ipad was found. One discrepancy I noticed in the log is that my windows account is the only one on my computer, so I am an administrator but the log says I am not. After running this diagnostic test I tried uninstalling last.fm but stil
