You posted in the Photos for Mac forum (IOS 10 is not involved at all with Photos for Mac) and in Photos for Mac you delete an album by right clicking (control click) on it and selecting delete album
Depending on undisclosed information such as the OS version and Photos version and iCloud settings this change on Photos for Mac may or may not sync to the IOS devices

Are you syncing your iPhone and your Mac with iTunes? Albums and photos synced to an iPhone with iTunes can only be deleted by syncing again.
Please explain, how you are syncing your iPhone and your Mac. My Photo Stream? Shared albums? iCloud Phot Library? iTunes Photo Sync?

Thanks for your question. If I understand correctly, you updated your iPhone to iOS 10 and you are seeing an album of pictures that were not on your iPhone prior to the update. It sounds like this could possibly be an album that was previously synced from iTunes. If it was, then the only way to remove the photos is to un sync them from iTunes. Take a look at this information:
Keep your photos safely stored and up to date on all your devicesTurn off iTunes syncing
If you don't want the synced photos on your iPhone, iPad, or iPod touch anymore, turn off syncing in iTunes and they'll be removed from your device. You can turn off syncing for some of your photo albums or all of them at once.
Stop syncing some albums
- Open iTunes on your computer and connect your iPhone, iPad, or iPod touch.
- Click on the device icon in iTunes.
- Click Photos.
- Choose "Selected albums" and deselect the albums or collections that you want to stop syncing.
- Click Apply.
Stop syncing all photos
- Open iTunes on your computer and connect your iPhone, iPad, or iPod touch.
- Click on the device icon in iTunes.
- Click Photos.
- Deselect "Sync Photos" then click "Remove photos."
- Click Apply.

cha8255, if this is not the issue you are experiencing, please reply back to this thread with additional information you can provide (including the name of the photo album that is appearing on your iPhone), and we'll investigate further with you.
