If you still think it's the Apple TV...
Try the following steps for the Apple TV 2 & 3, check whether things are working after each step where appropriate, before trying the next.
- Restart the Apple TV (Settings > General > Restart).
- Restart the Apple TV by removing ALL the cables for 30 seconds.
- Restart your router. (Also try removing it’s power cord for at least 30 seconds)
- Reset the Apple TV (Settings > General > Reset > Reset all settings)
- Restore the Apple TV (Settings > General > Reset > Restore)

I tried numbers,1, 2, and 3.
I wanted to wait before the reset (4) because it's not my ATV and the owner may not know al the answers.
Im not familiar with the Reset>Restore function, I'll checkit out.
Your initial suggestion of a different TV is next. That should tell me a lot.
I'll post may results eventually, but I do not now have access to either device.

They normally are independent for each input, and depend on the input video signal. When I tap the P.SIZE button on my Samsung remote, it cycles through 4x3, 16x9, and Wide Fit. You can access this from the TV setup menu, but the remote is much handier. Your set should have similar possibilities. It sounds like the HDMI input for ATV is set to 4x3. I know Winston suggested this, but you didn't mention trying it, and it is by far the most likely.
