Oct 9, 2016 10:10 AM in response to woodleaspby Eric Root,iCloud is a syncing system, not an external 'hard drive'. If you delete them on your device, they will delete from iCloud. To increase space available, go Settings/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.

I have it set to do so, but the backup doesn't seem to be working. I need to back the data up before I delete and reinstall the app. I don't have my photos set up to be backed up on iCloud, so that's not the issue here.

Sounds like your phone storage is maxed, and you're being told there is not enough room to "process" a WhatsApp backup.
This has nothing to do with iCloud.
