Playing Music from my iCloud on my iPhone?
I Added some of my music to the iCloud however when I go into music on my iPhone there's nothing there. How can I get my music to show up on my iPhone?

Try turning off/on iCloud Music Library on the iPhone.
Where exactly on iCloud did you put the music?
The cloud based iTunes Music library is not part of iCloud. It is managed separately. You need to have an active subscription to either iTunes Match or Apple Music in order to have a cloud based iTunes Music Library.

Yep. If you also have the active subscription to iTunes Match or Apple Music.
It's more like Photo Stream, in that the space the music library uses is not part of your iCloud storage allotment. It is a number of songs thing, 100,000, not a GB limit thing.
Let's clarify by saying it's not part of the standard iCloud feature set.
