The cloud based iTunes Music library is not part of iCloud. It is managed separately. You need to have an active subscription to either iTunes Match or Apple Music in order to have a cloud based iTunes Music Library.
iCloud does not have a music component.

It's more like Photo Stream, in that the space the music library uses is not part of your iCloud storage allotment. It is a number of songs thing, 100,000, not a GB limit thing.
Let's clarify by saying it's not part of the standard iCloud feature set.
