You may find the Apple SIM documentation helpful - http://www.apple.com/ipad/apple-sim/

Apple itself does not sell carrier-locked iPads. All of their iPads can be used with any compatible service provider, and service can be switched amongst providers as desired.

Note that Verizon is not a partner in the Apple SIM but Verizon can be used with any Apple Store purchased iPad by simply going to Verizon and getting a SIM to use in the device. Also, currently, if activating service with AT&T, the Apple SIM itself gets locked to AT&T - that is just the Apple SIM card, not the device. The device can still be used with other providers as desired, but you would need to remove the (now) locked Apple SIM and get another new Apple SIM or a provider's SIM to set up service with another provider.
