A Late 2013 iMac has no IR receiver.
You must be mistaken, Late 2013s don't have infrared sensors.
Click on the Apple Menu's, "About This Mac," to verify that you have a Late 2013 iMac.
The date is for the particular model's introduction, not your date of purchase. iMacs with infrared were last produced in October 2012, so they may have been still in some retailer's inventory in 2013.

FWIW, I think I know what the problem is. The Apple TV remote is not infrared. It works through Bluetooth. If you read the screen you first posted it explains the setting there is for IR receivers.
Well if he had the infrared version it no "workies" with a 2013 iMac. 😁
Unfortunately, any response other than "that model does not have an IR sensor" will be a useless post.

That's physically impossible since your Mac does not have an Infrared receiver.
late 2013 and the remote worked before. I disabled the remote because I had my iMac near my apple TV and the remote was controlling both. I have since moved my iMac and want to use the remote with it now. The option to disable/enable infrared remote is no longer there.
How old is your iMac and does it have an infrared port?
that really does not help me or answer my question at all but thank you for the response

There is no way that your Apple TV Remote could have worked with your Late 2013 iMac. You must be mistaken.
If you can't understand that, you can't be helped !!!
Only the most recent model of the TV uses a bluetooth remote. All previous versions were infrared.
