It sounds as if you have a phone that is locked to a provider, and was probably hacked to use the provider you were using. Now since you updated it, it has locked to the other provider. You will need to contact the provider it is locked to and see if they provide unlocking services and if you qualify.
It seems your iPhone was hacked to allow usage of sim cards from other providers. iOS updates will remove these hacks and cause the iPhone to only accept sim cards form the provider it was originally locked to.
Only the carrier it is locked to can officially unlock it. Anything else is a hack and will be undone by iOS updates. You will need to contact the operator as the message suggests and request they unlock it.
how do I determine what the operator is bound?
If you bought it from an authorized retailer, you should know that. If you didn't, you can ask whoever you bought it from or call AppleCare and give them the serial number.
Look in Settings->General->About->Carrier see if there is a name there for a specific carrier.
Otherwise you'll need to contact Apple Care, or whoever sold it to you.
