i gave my iPhone 5s to my daughter after upgrading to the phone7, before I could sign out of my iCloud in the old device, she deleted all of the photos, which deleted all of the photos that rolled over to my new device. Is it possible to recover?

Where were they stored?
Check the "recently deleted" album on your iCloud account, or even on your phone.
I set back up on my iCloud storage b4 i switched phones, but I don't see a option for restore back up or anything like that!
I Did, but it's empty too!
If you had the iCloud Photo Library enabled, your photos will not be in a backup.
ok...
To check on that backup, you must now erase your phone and choose the iCloud backup during the setup assistant.
Once you restore from that backup, you will know if you have your photos.
