By any chance do you have iCloud Music Library or iTunes Match enabled?  If so, you may want to see the "If the artwork for some of your albums or songs is missing" section of:

Get help with iTunes Match - Apple Support

Also, did you manually add the artwork to EVERY song on the album or only one of them?

I don't use icloud music library and itunes match.

I just transfer music from my PC to my iphone with itunes.

yes, I manually add artwork to every song on the album! not only one of them.

I see the artwork on itunes..but not on my iphone.

strange thing - there are albums that this problem not occur,

    everthing is fine.

and there are albums that no matter what I do - I can't see

the artwork on my iphone :\.

You can try rebooting the device, but I suspect it won't make any difference. Removing the affected album and adding back may sometimes work, but it may be that you to take a more comprehensive approach.

The following steps should help with erratic syncing behaviour. They assume that all of the content you want on the device is in your library ready for restoring. If it isn't see Recover your iTunes library from your iPod or iOS device first. I would also recommend you copy everything out of the camera roll if you haven't already.

    1. Backup device.
    2. Restore as a new device.
    3. Restore the backup you made earlier.

Use an encrypted backup if you want to preserve passwords, wi-fi settings, web history and health & homekit data where appropriate.
