Failed iCloud sync twice and failed air drop

Sync to iCloud failed across the devices but was still getting photo stream, iPad and iPhone the same but changes not going through to Mac. So reset which is painfully slow, taken 2 weeks to upload 11000 photos that are already in the iCloud which always amazes me, app said this was 120GB. Once eventually uploaded the sync for photo stream is no longer working so reset that, now says it is uploading all over again still 11000 photos but only 64GB this time. The whole thing is tiring, the new memories isn't working on any devices. Tried to AirDrop some photos across but they go to the Download folder not into Photos. Sorry the information is quite confusing just fed up of slow servers and out of sync stuff, constant problems with photos.

Any ideas what I am doing wrong?

All software up to date, done reboots, tired of having to turn things off, turn on and wait 2 weeks to get no result at all.

MacBook Pro (Retina, 15-inch, Mid 2014), OS X Yosemite (10.10.5)
