The open Safari like you did. If the Safari icon is then in the Dock then right click and go to Options and select Keep in Dock

Thank you for your prompt response. I tried your suggestion, but unfortunately it doesn't work for my problem.
The problem that I am having is not with the icon in the dock, which appears and works properly after the routine above, but with the icon in the launchpad. When I click on the launchpad icon nothing happens, and to get Safari to open I need to do the routine above. If I can fix (connect?) the launchpad icon to the Safari program, I should never need to go through the above procedure again... I hope.
