Itunes 12.5.1 not working

i have recently updated my iphone 5s to ios 10 and updated itunes to the current version 12.5.1. yet somehow i can neither sync my phone or my old ipod touch to itunes. when i plug in the usb charger it does not pop up the window with the over all summary page. it doesnt have the icon to show that my iphone or ipod is connected to itunes at all. i read the troubleshoot page and everything and tried all of the following but it still will not sync. i cannot back up or restore anything since i do not even have an option. does anyone know how to fix this?

iPhone 5s, iOS 10.0.1

Since you do not indicate what type of computer you have, I'm attaching the support articles for both Mac and Windows. I put the Mac one first since you posted in the Mac forum, but couldn't be sure without it on your profile or without you mentioning it:

im sorry i forgot to mention that. i tried both windows 10 and mac os x yet neither of them work. personally all my music files and photos are saved onto my windows laptop buti have recently updated my iphone 5s to ios 10 and updated itunes to the current version 12.5.1. yet somehow i can neither sync my phone or my old ipod touch to itunes. when i plug in the usb charger it does not pop up the window with the over all summary
