No, only apple routers can extend wireless on other apple routers.
The starry router.. from my brief google.. has no user manual available.. says absolutely nothing about universal repeater mode.. but if it has universal repeater it should work by wireless.
Otherwise you must plug it into the TC by ethernet as per the shockingly minimal website info.
1. Connect to Modem
Plug one end of your Ethernet cable into your modem, then connect the other end to the WAN port on the Starry Station (the left port represented by the globe icon).
In this case your TC is a modem.. sort of.
