Carolyn Samit, you are thinking of safari, they are talking about in mail, the tabs are gone, i just checked to see.they took out a lot of features out macOS Sierra like the Dragging finder windows by tapping or holding with 3 fingers.I don't like the new macOS Sierra, going back to Yosemite+'s i don't find it smooth as many people claim it is worst i think it really ***
but merge all windows is not high lighted?, how do you go about turning it on...seems every one here has got the answers but do not Bother to explain how to go about fixing the problem, they just put >Dock open to Left,,its an example and being sarcastic cuz its the truths mean if someone is ******* least share the work around in a way we all can understand please that you.

It will only be available if you have multiple similar windows open. If you open two or more Message Viewer Windows as separate windows, then the menu item will be available. If there are not multiple windows open, the command has no purpose and is disabled.

Preferences > Dock > Prefer tabs when opening documents [Always]
That is a standard shorthand for opening System Preferences, choosing Dock preference pane, then selecting the item to "Prefer tabs when opening documents."
You will see it used here often, especially when describing how to select certain settings.
No, we don't expect everyone to understand our shorthand, but all you have to do is ask them what exactly they mean and they will explain it. You don't have insult everyone that is trying to help out because you don't understand them.
I don't use Maps, so no help there 😟.
With Mail, however, if you highlight two or more emails and open them, each email appears in its own tab 🙂
You can use tabs in the Finder.
From the Finder menu bar click File > New Tab.
He asked about Mail and Maps, not Finder 🙂
The version of MacOS Sierra is 10.12 but the Mail version is 10.0 😐

Go to the File menu and select New Viewer window.
You are looking at the Viewer window which shows a list of messages and the content of the selected. So, if you want another Tab in that window, you will have to create another similar window, i.e. a Viewer Window.
As already mentioned, if you open multiple messages independent of the Viewer window, they will open in Tabs.
As Barney-15E said, choose a new viewer window if you want that type of window to be tabbed. See below.
