External Hard Drive not Showing up anywhere not even Disk Utility

Hey guys, I have a 3.0 tb Toshiba hard drive. When I plug it into my windows laptop it works perfectly fine. A white light illuminates and a spinning sound can be heard and everything is normal.


However, when I plug this hard drive into my Macbook Pro Retina (OS X El Capitan), the blue light of death shines for a bit, goes off then flickers. My hard drive cannot be found anywhere on this laptop. It doesn't appear in the desktop (yes all the boxes are checked for hard drives appearing in finder), it doesn' appear in finder and it doesn't appear on the disk utility. I've read through a number of discussions and it always says things like oh your hard drive may not be getting enough power. But the thing is, my hard drive used to work on this Macbook. It used to show up on Macbook and Windows and i could transfer files between the two laptops. However, now it doesnt even show up on my Macbook.
