iCloud Drive "Save to Location" incorrect behavior

I believe it's normal as I've seen other folks, on these forums mention the same thing. I believe it's a way of asking you which sub-folder you'd like to put the file.
It is not normal!... I have almost an infinite scroll because of the amount of folders and subfolders being displayed!... It is not logical!. I cannot find the folder I want, It would be logical to be able to navigate to the folder you want!
Understandable. Have you tried toggling iCloud Drive on/off under your Settings?
Yes. Nothing. It happens both on my iPad and iPhone. I just want to believe it's a bug and it is fixed on 10.1.......

Truly inconvenient - hundreds or maybe thousands of folders in a completely expanded tree, almost impossible to find the one you want.
The only workaround I've found is to just save the document into the top-level iCloud Drive folder, then bring up the iCloud Drive app (which displays the folders in a much more usable fashion) and move the file to where you would like to have saved it in the first place.
