Sticky Keys at Login Screen

One of my lovely students has pushed some keys and now there is a delay between pushing the key and when it appears in the login window (Like about a 1sec delay per key). Once the students are logged in, the keyboard works normally and there is no delay. I have looked in System Preferences and no sticky keys are set. What do I need to do fix this? Oh, the joys of working w/ kiddos!

We are using OS 10.11.6

We also are using profile manager to lock down some other things as well. Thanks!
