I have successfully upgraded my iPhone 5S up to iOS 10.0.2.
After upgrade can't dial plus sign. It dials only with zero sign like this: (0+)
To continue dealing a number I should first delete zero.

I have read local forums. And it says, that this problem is actual only for Belarus region. Outside my country - everything is OK. That problem was also in iOS 8, but was successfully fixed in iOS 9. And now it happens again.
I hope Apple fix it before iOS11.

It is most likely not specifically an Apple problem, then. The behavior of the phone app is partly controlled by the carrier's network driver, so your carrier may need to update its driver. You can check if there is a carrier update available by going to Settings/General/About and tapping on the network name. If there is an update available you will be prompted to install it. If not, contact your carrier and report the problem.
If I press and hold "0" one more time it types: (0+0) +
Only with the third time it goes correct: (0+0) ++
Holding 0 just once works for me:
Go to Settings/Phone. Is Dial Assist turned on? I don't know if that makes a difference; holding 0 works for me with it on or off.
Press and hold the "0" key for perhaps one second.
Of course I did it in that way: pressing and holding "0" for at least one second. It types (0+) instead +
It was on, but without it nothing has changed.
I have noticed, that this problem appears only in round brackets.
Unfortunately there was no updates in Settings/General/About. I'll try to contact my carrier.
My friend has the same problem, but he has another carrier.
