Q: Cannot Change Apple ID Region/Country

1. My existing credit card(Malaysia) which links to my apple ID(Malaysia) is expired.

2. So I would like to change the expired credit card to my second Credit Card (Singapore).

3. I am unable to make it because I need to change my apple ID's region to Singapore in order to replace it with my second credit card(Singapore).

4. The problem, I am unable to change my apple ID's region without any valid credit card (Malaysia) link with my apple ID (Malaysia).

Is that any other ways can change both at the same time? I mean apple ID's region and credit card information to Singapore.
