I understand you are unable to manually sync photos to your iOS devices via iTunes. Let's have you start with deleting the iPod Photo Cache and then attempt the sync again. Take a look at the article below for the location on this file. Doing this will not delete any photos from the location where they are stored.
About Photo Cache folders
You may also want to look into the iCloud Photo Library option as it will allow you to sync your photos over-the-air automatically. Take a look at the article below for more information.

It took me 18 hours to delete the iPhoto Cache (a very long time I thought for a new iMac) and all that's succeeded in doing is removing all the photos from my devices. Now when I try to sync, iTunes hangs for ages backing up, it eventually gets to Preparing items to copy and then finishes the sync without copy any of the checked photos across to the devices.
Any thoughts? Any help, much appreciated.
