For your iPhone ...
- Turn on Set Automatically in Settings > General > Date & Time. This will automatically set your date and time based on your time zone and your device will let you know if there’s a time zone update.
2. Make sure that your time zone is set correctly. Tap Settings > General > Date & Time > Time Zone.

No - it is not possible to change the time on your watch independently of the paired iPhone.
If your iPhone will not be available to the watch after changing time zones, you may find it helpful to use a World Clock complication on the watch face:
