Q: Photos 2.0 'stuck' downloading photos

After replacing my iMac, I set up iCloud Photos and opted to download all content to the computer (as opposed to optimizing storage).  However, the process appears to be stuck with thousands of photos still not downloading.  If I target a specific photo, it will download, but I don't want to have to manually prompt thousands of photos to do this just to ensure I have a local copy of them.  I have turned iCloud Photos off and on again, toggled settings, logged out of iCloud and back in again with no change in the issue.  I am running macOS Sierra 10.12 and have plenty of available HD and iCloud storage space available.  Any ideas?

    Turning iCloud Photo Library (there is no service names iCloud PHotos) off and on or logging out of iCloud and back in  is counterproductive and restarts the complete upload again delaying the download of photos

     

    What is the iCloud Photo Library status in the Photos preferences and on each IOS device? Until it completes the upload the downloads do not occur

    iCloud Photo Library is on and set to "Download Originals to this Mac" on the iMac (as it was on the iMac which this one has now replaced).  On my laptop and iPhone, iCloud Photo Library is on and set to "Optimize Storage."  The status on the laptop and iPhone appears as "Updated Just Now."  On the iMac, the status reads as "Downloading 20,679 Items" but shows no progress in the progress bar and has remained at that number for days now.  If I select one of the photos which has not downloaded (as if to edit it), it will download and the "Downloading" number will decrease by one.  I'm trying to determine why the rest of the items stored in iCloud are not downloading automatically.

     

    It may or may not be relevant, but I note that the People album says "109 Photos Scanned" and that it will continue scanning my remaining 8,979 photos when I'm not using the app but those numbers have not changed in days, either, despite the app being variously in and out of use.
