I have an iPhone 6+ and am running iOS 10.
Now, whenever i receive a call, i no longer have the option to refuse the call and just reply with a message—that button is just not there any more. Under the settings, I show this as enabled, but the pre-written messages from Apple are "grayed out"...So, i wrote my own custom message, but it still will not allow me to respond when someone calls me.

thanks, but the problem is, the "message" button is no longer showing up when someone calls. In iOS 9, it did, but not in iOS 10
Is the call coming from a cellular phone? If not, then you would not see that option. Do you have a messaging plan for calls from non-iOS devices? What troubleshooting have you tried?
the calls are coming from a mobile phone, yes.
and i have unlimited text messages, so yes
Ive not tried any troubleshooting, b/c this worked fine in iOS 9, so not sure what to try
